There are a number of possible factors, including exclusivity and disclosure laws, among others. Scholars at the NYU Furman Center, a joint center from the NYU School of Law and the Wagner School of Public Service, wrote an article in 2007 attempting to answer this question, entitled The Condominium v. Cooperative Puzzle: An Empirical Analysis of Housing in New York City.
