If an item says "on order" in the record that means the library has orderded the item to be added into the library collection. You can request the item be delivered to you once processed by clicking on the request button on the record. However, this can sometimes take a while, and you might want to consider placing an Interlibrary Loan or EzBorrow request instead for expedited delivery.
